South Bihar Power Distribution Company [SBPDCL] — Electric Bill without Use

My electric consumption is very low. I come at village once in a year, the bill they have sent and actual my meter number is difference. They are charging me for another meter consumption which I never used I talked to many of staff of south Bihar power distribution department but no one is able to solve my problem. They say that I will have to pay this amount.
