State Bank Of India [SBI] — 3 months old Failed transaction is not refunded yet

Sir,
I did a recharge of Rs.250/= to SBI Fastag thru sbi payment gateway with my SBI Debit Card on 13-Nov-2020. The transaction got failed. But the amount is not refunded yet. I have sent many mails to sbi fastag(attached the mail list). But no reply from them and the amount is also not credited back to bank or to the fastag. I raised the query to bank and they said that merchant has received the amount and they told that you need to contact fastag.
Please help me to get my amount.
