State Bank Of India [SBI] — Account opening form not given and said that they are not giving any new accounts

I am a resident of parvathipuram i want to open an account in my nearest branch in parvathipuram ifsc code sbin0014386 i have visited the branch but the branch manager said that they are not giving any new accounts. They are talking with no respect to the customers. If go to the private banks the behavior is usually opposite.
So please take action regarding this.
