State Bank Of India [SBI] — Banking problem

I have opened saving account in sbi more than a month ago but now salary is credited but I cannot withdraw because it is saying cif not scruntinized by lcpc .I have visited branch many times but they cannot do anything.so how should I proceed further..since I stay in rent I m having so much problem.
