State Bank Of India [SBI] — Charged 575 for account closing

Because of new rule of sbi i am unable to maintain minimum balance i. E ₹3000 per month in my account so i went to the bank to close my account but the bank charged me ₹575 for account closing.
They told me that it was a rule and i had been debited by ₹575.
But the question is whether it is fair???
I was running this account since 2008.
Bank address, sbi kamarhati branch, ifsc code 1404.
