State Bank Of India [SBI] — Fixed deposit not released even though client sent back release letter

I am Arpan Sarkar, I hold a joint account in SBI with Shuvra Sarkar Biswas, account number “[protected]”. We have created a fixed deposit of two lacks rupees on 18-Mar-2016 (FD No[protected]. For tendering purpose on[protected] we requested bank for creating bank guarantee in favor of “DDO, O/o The ADG, DTRTI, EAST BLOCK -2, LEVEL 2, R K PURTAM, NEW DELHI” against this mentioned FD from barasat sbi branch.
As per tendering authority as they have not received bank guarantee on time, so they have disqualified us for the tender. So, we requested them to return us the bank guarantee. And they have returned the same to SBI Barasat branch. But when we have contacted to the authority of Barasat branch they informed us that bank sent Original copy of bank guarantee to tendering authority, but as tendering authority have not returned the original copy of bank guarantee to bank so bank is not able to release the FD for closer. We have contacted tendering authority; they informed us that they have not received any original copy of bank guarantee from Bank. When some official from bank also communicated with tendering authority, tendering authority have informed the same to the bank official.
We are following up this issue with concern bank authority since February 2017, but still this issue is not solved. Previously Mr Dkhina Ranjan Tarfder of SBI Barasat branch was taking care of this issue. We have followed up with him several times, but he has never shown the empathy to solve the issue. IT Delhi, sent the release letter addressing him. But now he has resigned from SBI. SBI barasat is so much unprofessional that they have informed us that, as the person has resigned, so they need to call them to know where they kept the letter. Unfortunately on 16/05/2017 when I were in bank, Mr Dakhina didn’t receive the calls. So, bank officials informed us that as they can’t do anything if he didn’t receive bank’s call. So, I asked what can be done if he never receive their call? Then they suggest that we need to get the release letter again from income tax Delhi, because as per them it is impossible for them to find a document related a case, if a staff who was handling the case before, leave SBI.

I think SBI is only organization who follows this worse work culture. I want to close this FD, if this issue don’t resolved with in tomorrow then I will take this case to consumer court. I have the entire conversation recording with bank officials and I can prove how they harass people every time.
