State Bank Of India [SBI] — non refund of amount for transaction which failed

Sir,
It is to inform you that a transaction was made using sbi debit card inorder to purchase ticket through irctc, however the transaction declined and the payment was eventually not received by irctc.
Despite of that money was deducted from my account and yet now i haven't received my refund.
