State Bank Of India [SBI] — regarding atm teared currency

Myself saurabh khandelwal withdraw inr1500 from sbi bank atm, sanganer thana, tonk road jaipur on dated august 07, 2017 at 11:37 am with transaction id 32090100.in this transaction, i got 3 currency notes of inr 500 in which one note is completely teared off and it was paste by using cello tap with currency number 2gb 894276. And also there was something written on that currency by the use of pencil.
For changing procedure of that currency, i call on customer care number [protected] on august 08, 2017. They ask me the atm id number printed on the transaction slip to register the complaint but i told them that there was no slip printed through atm. Then they tell me to go through the though which the atm was linked. Then i ask the address of that bank. They didn't give me any address and told me to ask the security guard available on the atm but there was no security guard. And also there was no information regarding the atm linked branch in the atm room.
In continues of my mail regarding sbi atm, i was visited same sbi atm again in afternoon time at 4:30 pm on dated august 08, 2017. I found that no any security guard available on that atm and no paper are available on atm for print transaction slip. Atm room was not properly cleaned and maintain. I checked out atm room for finding the atm id number, i found two board are attached in the room on which atm rules and regulation are mention along with atm id, contact person name with contact number for complaint any issue. Atm id mention on board is ffbs[protected]Photo is attached) and contact person name is mr. P. P. Goyal with contact number [protected] as per mention on that board. I called on that number and inform my problem but he told me “sir my transfer took place 2 years ago, now this is not my work; if in atm my number is mention then you visit sbi branch.” i have that call recording. Then i visited sbi branch located at sanganer jaipur at 4:45 pm. But i found that entry of customer was closed on that branch while bank closing time is 5:00 pm. Then i visited another branch of sbi at same location. There i asked my problem that “i withdraw money from sbi atm located at sanganer thana jaipur, but i got one currency note of inr 500 was completely tear off that was paste by use of cello tap; know i want to know about how should i change out that currency note.” one of employee told me “you visited your home branch where is your bank account or visited that branch which is linked by that atm.” complete video recording is available of that conservation. My bank account branch is special branch ajmer. Now for changing the currency of inr 500 i will first take a leave from my working office then i will visit ajmer means spend inr 1500 approximate; which is more than inr 500. So i think i will completely tear off that indian currency into small pieces while i know it is a punishable crime. I will ready to any type of punishment but first you terminate sbi employee which not do their work honestly.
Now my complaint is that:
1. Currency note is completely teared off and paste by cello tape then why bank employee use this currency in atm.
2. According to rules, written currency is not working then something is written on that currency then how this currency is use by bank.
3. Bank deduct atm charge from bank's customers but no security guard is available on atm. No atm room is cleaned. No paper available in atm for transaction slip.
Then why should i pay atm holding charge, if bank not provide better service?
4. How should i change this currency easily?

Please provide me necessary action mention below:

1. Give a notice to the related bank that they do their work properly
2. Change my this currency or give me permission for teared off this currency of inr 500 into 100 small pieces.
3. Way off my atm charge till bank will not provide proper services.
