State Bank Of India [SBI] — Unusual action from sbi

I complained for unusual transactions from my account. By that i mean i payed for petrol once but it was deducted twice from my account. This transaction had taken place on 06-mar-2017. But today i got a message saying my internet banking has been disabled.
I do not understand what you are doing. Is this the way you handle some complain. How can you deactivate my card for internet banking without my permission.
I want my money for that transaction back. And my internet banking to be started as early as possible.

I had applied for cheque book on 18 apr 2017..but hv not yet received, even though i got confirmation sms that the cheque book is dispatched..n will be received within 7 working days.n its almost 20 days n not yet received.
