State Bank Of India [SBI] — wrong amount deducted by sbi server

My account no [protected] in rajkot sbi branch wrong deduction by sbi is

1). 17-jul[protected]jul-2017) debit
Ics[protected]igabqsvsa2commission on irctc 11.80
That commission alredy paid with ticket booking
2).31-aug[protected]aug-2017) monthly ave - bal no 59.00
Rajkot is not a metro city and we are not received any msg regarding minimum balance maintain in rajkot is 5000/-
As per rule rajkot in 3000/- category as urban city
But sbi bank deduct rs 59 and declare mab rs 5000/-
This is bank monopoly policy and very wrong policy
So i request to bank refund my both deduction in my account
