Travolook — Non refund of Ticket cancelled by Travolook saying PNR not generated

I booked a return flight Dharamsala Del and back with travlook. The moment I booked in half an hour I get a mail that your ticket has not been booked as PNR not generated by airline.The mail further said as per refund policy we will refund complete amount. This is on 28 Aug. Till date many emails phone calls no refund
