Uber India — Driver didn't responding me for more than one hr

I booked a cab at 7pm today. He messaged me in uberchat about destination. And he is intensionally going in opposite direction. He didnt replying my message and i wait there for nearly one hour. Is it acceptable???????. And if we are cancelling the ride uber charging compensation. What it means???
