Upgrad Campus — Seat booking payment non refundable even though I asked them to cancel it before the course starts

Hi, I applied for a 4months course on upGrad campus. Their brochure had no information regarding the payment policy. I booked a seat at upGrad campus for the course of financial modeling and analysis by making a payment of Rs. 4000. The course fee was structured at Rs 82600 which includes GST. The agent called me the very next day for the balance payment . He told me they accept EMI payments through credit cards and loans only. I said that i don't have a credit card. He said i[censored] r working i can process a loan for you. I said i left my job this month itself. He told me even i[censored] have your salary slip i can process the loan for you. I found this to be misleading, how can u falsely process a loan from someone who is no more working. This is a scam. So I decided not to do the course. Now I'm asking for refund from the agent and upGrad campus but they aren't doing anything.
I want my 4000 Rs back because I haven't even started the course. Scam they did to take this amount for seat booking is very unproffesional from a company like this.
