Uttaranchal University — not refunding my admission fee

I took admission in the institute on 25/9/17 in the name ritu prasad in bsc biotechnology and withdrawn my admission on 27/9/17, as their was issues related to my name. I have given them an application regarding my issue but they are not ready to listen and says will not refund my admission fee. They are not following the ugc rule for refund. It has been 25 days since i send complaint to ugc but the nodal officer o[censored]ttaranchal university is not taking any action.
