Apple India — non supportive over backup

Dear all

I had lost my i phone 6 - imei no - : [protected] dated 18.12.2017
Later i tried to recover my backup from icloud which i got recovered in 20 days, but after i got my new password found that my back up was not there
I asked call center that i had my precious & valuable back in itunes software which i last back up in aug 2017 in my laptop as i feel less secure online but unfortunately that was encrypted & password i don't remember
I asked them to recover my contact even on my risk but they refused
I only want apple to recover my contact list which i had in my itunes at nay cost they want
