Bank Of Baroda — lien amount in net banking

Hi i am using bob account for last year, in m-connect it showing effective bal as 97.10 but in available bal as 210.00 so, i need clarity on this... What is meant by a lien amount.. And lien amount cannot be transferring on net banking..?? And sometimes its showing available balance in google pay or phone pe including this lien amount. And sometimes not showing
