Bank Of Baroda — money debited from my account but transaction is incomplete

Sir/mam
I have made payment of rupees 1400 for neet ug 2018 conducted by cbse on 19 feb 2018, in evening,
At the same time a sum of rupees 1400 is debited from my account (That i came to know when a message arrived on my registered mobile number) but the payment was not succesfull to cbse neet ug 2018
Kindly refund my 1400 or make my transaction complete

In bank of baroda vasundhara enclave delhi branch. I go for opening account but they say that the timing of account opening is 10 to 12 and bank have many works. Bank is for our convince not for creating our problem. There is no that type of rule in any other bank so they do this.
