Bank Of Baroda — my money was debited but not transfer

My name is lokesh kumar saini i can transfer money through phonepe on 01/10/2018 but the transacation was failed transacation id= p1810011526361679094429 but the money was debited from my account a/c no=[protected] but not transfer to sbi a/c no= [protected]
I can talk to phonepe executive they can say than we can't debit money from your a/c and they can say that fill the chargeback form the money was refunded in my account.
