Bank Of Baroda — non reversal of payment in case of transaction declined and balance deducted from account

Dear executive,

I made a transaction through my visa debit card on 3rd of april, 2018 around 3:45 pm of rs. 11, 999/-. But transaction declined, and amount was deducted from my account. Even after so many calls in customer care helpline. They are not treating me properly, not even registering my complaint in this regard.

My base branch is bank of baroda, shakarpur branch, delhi-110092.
