Bank Of Baroda — not able to withdraw the available balance only effective available balance is withdrawn

I hve a saving account.. My available balance is 7000 but effective available balance is 2897 but i m not able to withdraw more dan effective available balance.. So y i m not able to withdraw.. Bank is syng it is in clearing nd all from 26 oct.. So plzzz do dis as soon as possible.. The lien amount is showing 4597.. So when dis will be cleared... I m in urgency.. Help me soon
