Bank Of Baroda — Not Issued Photo Passbook required as address proof for passport

Address: Faridabad, Haryana, 121001

My name is Prashant Negi having savings account in Bank of Baroda, Sector 5, NIT Faridabad branch (A/C No- [protected]). I went to my branch and request Branch Manager to attest photo on passbook so that I can use this as proof of address require for passport but he denied. If they don't have any authorization so why Ministry of External affairs approved this bank on its circular
