Dear sir/madam. I am being harassed 2-3 times on learner’s license renewal. Sometimes server is down, sometimes lunch break, sometimes there is manpower shortage. Please help...

My ll test solt was booked on july 2022 but when i reached rto due to the crowd i was running late so my slot time was expired and later on rto yold me yo give ll teat online... Later when i tried next slot book it was after 1 month... So this time i gave my ll test and got ll within 1 month . Then after 1 month i applied for dl test and when i reached for dl skill test the asked me to give (blood group certificate) I didn't have tht so they...

I still not received my driving licence hence I contacted at RTO (Barrackpore) but the told its not done yet but by suprime court rule I should receive it in 5 working days.
Please help me . I have received my licence no. in september but still I have not received it.
Please do something because I am unable to ride on road without licence....
