Dear Sir / Madam,
With reference to the above Appointment Id.[protected],
I am a new CP and this is my first deal.
I have to regretfully state that CP / Buyer is put under Frivolous & Illegal burden in processing Duplicate RC
The facts are ...
1. As per Indian Motor Vehicles Act, driving a vehicle without Valid /Legal Ownership Documents and Registration Papers is ILLEGAL & Punishable Offence.
2. SALE / RESALE (including by Intermediary) of a vehicle WITHOUT VALID / LEGAL Ownership Documents & Registration Papers is a CRIMINAL OFFENCE. Everybody involved in the said illegal process is a party to the crime.
3. The entire Deal / Transaction of Sale / Resale is ILLEGAL & VOID Ab-initio, as it is NOT Supported by VALID Ownership and Registration Documents.
4. RC LOST - How can a vehicle be Sold / Transferred Without Valid Ownership Documents & Registration Papers ????
5. DUPLICATE RC can be obtained ONLY by Registered Owner, and NOT by third party (CP/Buyer) without Authorisation.
6. RTO Rules require the Registered Owner to produce Police Report / FIR of Lost RC, along with an in-person Verification and Application for Duplicate RC.
7. For above vehicle deal RTO NOC issued is for " Change of Address" of Registered Owner from Thane RTO to Mumbai west RTO.
8. RTO NOC issued is INVALID / IRRELEVANT for Sale & Transfer of Ownership.
9. Refer point no.5 ... since CP /Buyer .. Do NOT have Valid / Legal AUTHORISATION to Represent Registered Owner regarding processing of Duplicate RC, such an act will be ILLEGAL / UNAUTHORISED / Criminal Offence.
10. Also since an EXISTING RTO NOC issued is Pending execution, NO FURTHER FRESH Application is allowed for the said vehicle on RTO website Online, UNLESS existing RTO NOC is Withdrawn or Cancelled.
11. In the CARS24 App - the " CAR DOCUMENTS / IMPORTANT DOCUMENTS" Section contains information RELEVANT TO CAR SALE & Transfer of Ownership is given, it was safely assumed that RTO NOC issued is for SALE / Transfer of Ownership, ... whereas actually the RTO NOC issued is for " Change of Address" and NOT for TRANSFER of Ownership.
12. I have opted & Paid for the CARS24 SHIELD INSURANCE POLICY for 100 days.
Request you to kindly resolve to matter favourably at the earliest.

Refund the Bid amount & RC RSD, as per CARS24 SHIELD Policy - as per "TYPES O[censored]NFORESEEN CASES " No.7 - Existing Application at RTO - NOC for the car but the Applicant has not processed..

Cars24 REFUSES TO SHARE THE CONTACT NUMBERS of National / State / District level Managers & Administration team. Cars24 is acting in a VERY SUSPICIOUS & CRIME SYNDICATE like manner. Cars24 is REFUSING TO ACCEPT REGISTERED LETTERS at it's website published address.
