Cars24 Services — ID [protected], My holding amount 10000/- not released

I was sold my Maruti Alto Car by Car 24 on 12th May at Vapi Gujrat.
Car was registered at Bhopal M.P & at the Time of Payment company had hold my dues 10000/- will be release after RTO Transfer by Byer but now he said your present is required at Bhopal, MP which is not possible to me,
It was cleared at the time of selling Car 24 representative told me that after RC transfer you should be available at local Silvassa or Vapi and I agreed for the same.

Now Car 24 not releasing my hold amount of 10000/- so kindly help please.
