BLUFF OFFERS

Today I got an offer in my prepaid no. [protected] of Rs49 offering me 1gb 3g net pack from 121. I recharged by Rs49, but I have been provided by 49 voice calls showing in *121*9# instead of net pack. Is not it a cheating?
