I am glad to see that someone is ready to raise the dispute to a higher level and that's what I have been preaching here as well.
When you pay for something, you agree for a service or product in return. In this case, the service as per you was not provided to you within a reasonable parameter of acceptance. If you are not satisfied, first raise a concern directly with the involved party and if the concern or complaint is not resolved even after that, please take it further and make your complaint on a higher level.
You can even knock the doors of consumer courts and even ask for compensation.
