Indian Railway Catering & Tourism Corporation [IRCTC] — Otp international mobile

I am not receiving OTP on international Australian number that I have rgistered with. I have already paid 100 rupees as per requirement but still no go.
I log in to portal and it tells me mobile is not verified, however when i click on verify OTP it comes up with the error message provided mobile number is already associated with another IRCTC assessment, but i am registering for first time.
I have reiased two tickets and first one has been closed without any resolution.
