My name is vaibhav valvi from Nandurbar, Maharashtra. I was riding a bike on 15th Dec 2023. Mr. Pawan Dhangar stopped me because I was riding without helmet(I agree, I didn't follow traffic rule and ready to pay fine ₹500). He asked me for driving licence. I said, I do have a driving license and i was about to show but due to some network problem I couldn't open DigiLocker. He didn't even wait for a while, Within a seconds he issued a challan of ₹1000(₹500 for headgear, ₹500 for No DL). And said, visit RTO office and show your DL and get ₹500 deduction. I did as he said but the officer in RTO office said there is no such rule to cancel the challan or deduct the amount. You will have to pay full amount Mentioned in the challan. Come again on Monday(18th Dec 2023) our seniors will help you. When I went again they said we can't do anything you have to pay full amount..
Is this really a professional behavior?
Is it right to issue a challan even if I have a Driving License?
Is wearing a helmet while riding a bike mandatory only for the common man? And not for the policeman? (I have seen many traffic and police officers riding bike without helmet). I have raised an online complaint on echallan parivahan but the ticket status is still pending. Challan no. Is MH[protected]
