Paytm Mobile Solutions — Transaction failed but amount get deducted

On nov 9, i paid my mts mblaze [protected] datacard bill rs 863 through paytm. Initially the transaction was declined and tried again, but the bill amount was deducted twice. I raised a request but no proper response and amount was not refunded yet. Its been almost 21 days.
