Paytm — Transaction failed but amount debited from my account

I was adding money to my wallet on 21/12/16 against no : [protected] amounting rs 3900 but transaction failed and i got a message that my account is debited for 3900 from my bank and then message from paytm that my refund is processed and will show in my account within 7 working days but as if today its more than 10 working days and i am waiting for my refund and also contacted my bank but they are unable to locate my refund status
i have also registered my query to paytm but i got no response
strict action should be taken against such annoying online frauds
