Reliance Petrol Pump — reliance petrol outlets illegally deducting tip amount from your atm card.

I have filled diesel in my car from reliance petrol pump in 4 difference places and paid using atm (Debit) card. Within a week again my debit card is automatically debited amount which is 2.5% to 2.8% of amount which is debited while filling diesel. Even up to now after 6 to 7 month there is no refund of 0.75% as per govt. Norms. But illegally deducted some amount in name of tip. See attached petrol slips and reconciled bank records.
