South Bengal State Transport Corporation [SBSTC] — Harassment for getting fair concession being a physically challenged with valid bus pass

I am a physically challanged person with 90%disability certificate and buss fair concession pass.I need to travel weekly ftom asansol to kolkata by sbstc govt bus weekly.since last 2months I am facing problem to get seat for that bus to travel. Inspite of showing valid handicapped certificate and free bus fee pass i am not getting neitther advance ticket or current ticket on boarding.since last 2month bus dept excetive allowing to seat me on a seat if available but without giving me valid ticket, as a result seat is not being reserved on their system and another passenger board on road and asking for the same seat I am seating currently either by online or offline ticket purchase.at that moment it is a big issue to me to vaccant the seat as I m orthopaedically handicapped and cannot stand.recently the asanso sbstc office official is denying to give me free travel service and asking for 100% physical disability certificate though there no such rule prevailing currently. The rule is to have minimum 40 % disability.
I have talked to higher authorities of sbsyc but they deny to help me and making me more confused.
In these situation I am asking your help to get rid off the illegal issues I am facing as soon as possible as I need to travel regularly
