I have not received my RC book hard copy yet. It has been more than 1.5 years since I have purchased my vehicle. Currently I moved to my home city because of covid situation. Can you please let me what is the procedure for getting my hard copy of RC book

Dear Sir/Madam - I, Saurabh Rana, owner of Tata Safari storm with the Registration No: KA01ML3187. My car has undergone a total loss in May 2017. My RC was canceled as per process and me able to claim the insurance after the letter given. This complaint is regarding my Road Tax Refund for the same vehicle. I visited RTO Koramangala Bangalore twice in a month for learning licence.
As per https://sarathi.nic.in we can submit fee from portal but it is not taking it.
So we had to got through window counter, where we were in line and waited for more than 1 hour to submit it.
1 - when i reached to window i saw, they had a list of applicants from driving school and she was keep entering the registration number...
