Food Panda — Paid for order but not received the food

I am Sandeep Mohapatra, ordered food via food panda mobile app the payment was made online at 10:15 PM on 02/04/2016.
When I called them at 10:55pm. They didn't respond properly and disconnect the call. After 11:00 PM their call service was not available, so I tried to contact them via their chat system.
Every time I got the response that the rider is on his way and he will call me once he reached my locality. This was continued for 3 hours. But still they never said that the order is cancelled and we will refund your money... Instead of that they tried to cheat me
Please help me
