relieving letter pending and no feedback

I gave my written resignation which was accepted on 10th January 2020 as per the company rules and submitted my office belongings. It has been more than 60 working days but i didn't get any relieving letter. The HR said that my sales manager has marked me as absconding. So i have to suffer for no fault of mine. pf withdrawal process
