Kerala Ration Card — Ration card not yet received

I have submitted My documents for the Ration Card at the nearest office in Adoor, My age is 60 years, why these people are sitting in the office not doing their work properly?, My Ration Card is not yet received to me, is this is the way they are serving the public?, from the past few days I am waiting for the Ration Card, I have to take the LPG connection, what I have to do can anyone tell me?, what a miserable state in the Adoor office?.
