Dear Sir,
My electricity bill increased exorbitantly immediately on change of old meter to electronic meter. Details of my bi-monthly consumption o[censored]nits for previous period are as - Oct.08 (786), Dec.08 (482), Feb.09 (390) April, 09 (396), June, 09 (608).
However, on installation of new meter for the reasons better known to you, on 23.07.2009 my consumption for August, 2009 increased to 1141 units i.e. multiple increase from the past average consumption. Resultantly Bill also increased manifold i.e. from approx. Rs.[protected] to Rs.4360/-. This bill is likely to increase further because in this bill half of period was old meter.
Please look into the matter and help a service class person.

1.I, Karan Singh S/o Late Sh. Tofa Ram R/o MIG Flat no.38, IInd floor,Pocket-3, Sector 19, Dwarka, New Delhi.
2.I am 70+ old retired from Railway Mail Service (RMS) as Mail Man. In my entire service and life I have not received this type of order that is dishonest but now BSES charged me as dishonest at the age of 70+.
3.The BSES Rajdhani Power Limited speaking order/case no.AG[protected] dt.21/02/2006 is Pro BSES Rajdhani and one sided. That BSES Rajdhani Power Limited order says that Meter has been installed by BSES the responsibility of the Consumer to protect the Meter from tempering and to keep it in safe custody. I would like to inform your honour that Eight Meters are installed on the ground Floor and it is neither locked nor closed boxes keys etc provided to the consumer and every body is free to do any thing with the meter.
4.I have already inform BSES Rajdhani Power Limited that I have not even changed any point of BSES fitting till date in the house itself then how I can change the wire.
5.The BSES Rajdhani Power Limited Order says that Consumer was present at the site it was totally false and denied by me because at that time I was ill and not in a position to move without help of other only BSES staff inform to my daughter in law and me too at the IInd floor and Meter is installed on the ground floor. BSES staff got my signature by informing me that we want to change the meter so signed on it and I had signed in good faith.
6.Orders says that Meter Seal was Broken then earlier no engineering/inspecting officer of BSES staff informed me that meter seal is broken but penalty is levied with back date.
7.I was compelled to deposit the Money with a threatening to disconnect the electricity connection because of Monopoly of BSES. I had to deposit the money by taking loan from relatives and friends because I was getting a pension Rs.2800/= per month only.
8. In my total service I had not received this type of order i.e. dishonest but BSES blamed me at the age of 70 which mentally disturbing me who is a heart/TB patient also.
Through this letter I request your honour to Advice BSES for installing Meter in lock and key separately and take next 6 months average before charging me with the dishonest and penalty as levied by the BSES.
With folded hand I request your honour to instruct BSES Rajdhani Power Ltd to withdraw the allegation of dishonest abstraction of energy and also instruct the department for refund of my money with interest which I have deposited under threat of BSES Rajdhani Power Ltd.
