Bad quality item and no refund initiated (worst service ever)

I ordered a carpet from pepperfry for Rs 1500 .. but i received a mat quality material instead (so third rated .. not even worth 150 Rs) ..When i asked for a refund .. they keep saying they can refund only if its damaged or size is not correct and they give a damn about the quality received and i have to live with it … Is this the way they treat the customers ??
