Have called the customer care and told them to file a complaint but they refused to file one stating that it's a technical issue and complaint cannot be filed

I applied online for fastag through hdfc fastag program. I made payment of 300 inr (200 for security amount & 100 as the top up amount). The reference number of the application is hfr003317. I had received e email with the reference number. Since then i have been trying to contact on the toll free number but no one picks up. There are no updates regarding my application/money whatsoever. Let me know why my application is not processed, atleast...

Cancellation of one assist membership
I am a hdfc bank credit card holder. The bank has auto debited rs. 1299/- from my credit card number ending with 2602 without my concern on date:15/05/2017. I have applied for hdfc fastag on 4th october 2017 and on 6th october 2017 my id was created and on 9th october 2017 i received a message saying my fastag is activated and till now i haven't received the fastag tag which was assured to be delivered on 10th october 2017. I recently saw my account balance, 295 rupees has been deducted from my account. They are saying it is something regarding the share. But i dont know why selling a share can charge 295 rupees. I am going to close the account from hdfc soon. I cant afford this much of charges daily basis.
